You are encouraged to read and familiarize yourself with the actual rule language located on the Board’s website at https://www.cos.ohio.gov/LAWS-RULES/NEWLY- ADOPTED-RULES . A brief summary of each rule has been pro- vided below: • 4713-1-01 - The rule is being amended to clean up existing language and add additional references to barbers and barbershops. The rule also provides a clearer definition of the term “Shaving the face” used in R.C. 4709.01 and a definition for the term“Straight razor.” • 4713-1-05 - This rule addresses how Board meetings are conducted and how the public can obtain notice of Board meetings. The rule is being amended to streamline the rule language and more directly mirror the requirements of R.C. 121.22. The amended language also established the parameters of the limited public forum if the Board decides to permit public testimony during Board meetings. • 4713-5-02 - This rule sets forth the program requirements for educational programs in schools licensed by the Board. The rule is being amended to include a provision that would allow students to earn credit for education visits to salons. • 4713-8-03 - This rule sets the standards for safe and effective practice as a cosmetologist and provides clarity on the scope of practice. The rule is being amended to correct an internal citation error caused by a separate amendment of rule 4713-1-01. The amendment also changes a pro- hibition on providing certain services based on FDA device classification to a prohibition based on the physical impact of the service. It also in- cludes a non-exhaustive list of prohibited services to provide clarity for Board licensees. • 4713-8-04 - This rule sets the standards for safe and effective practice as an esthetician and provides clarity on the scope of practice.
