Our representatives are often asked questions about how to transfer licenses either into or out of Washington. Here is the information that you need to know:
If you are moving to Washington State and have a license in another state or country
Fill out and submit an application to Washington State. You can find the form at http://www.dol.wa.gov/forms/638040.pdf.
If you have a current license and have taken both written and practical examinations choose “Reciprocity” on the form and submit it with $50. You will need to contact the jurisdiction where you hold your license and request that they send Washington State a certification of your license. If your documents are in a language other than English you will need to send us copies of the original documents and a copy that has been translated into English and notarized. Once we receive your application, payment and certification that you are currently licensed and have passed both a written and practical examination we will issue your license.
If you have a current license but you have not taken both a written and practical examination you will submit the application and choose “Out of State” on the form and submit it with $25. You will need to contact the jurisdiction where you hold your license and request that they send Washington State a certification of your license. You will also need to contact D.L. Roope at 1-888-375-2020* to schedule the exam or exams that you need. Once we receive your application, payment, certification that you are currently licensed and verification that you have passed both the written and practical examinations we will issue your license.
*Note – beginning in October we will begin using a new exam vendor.
If you will be moving out of Washington you will need to contact the Cosmetology Licensing Agency in the state or country that you are moving to and they will tell you what is necessary to transfer your license. If you need a certification of your license from Washington, simply fill out the form found at http://www.dol.wa.gov/forms/638041.pdf and submit with a $25 fee. This process can take some time, so you will want to contact the state or country that you are moving to as soon as possible to get the process started.
A certification is a document that verifies the status of any license(s) that you hold, the expiration date, any examinations you have passed and may include other information about your license such as the number of hours of education you have. These documents are sent directly from state to state for security purposes. If you are moving to a different state or country, chances are, you need one!
We are currently recruiting for three industry related (cosmetology, barbering, manicuring and/or esthetics) members and one public member for the Cosmetology, Barber, Esthetics, and Manicuring Advisory Board.
Members of Advisory Boards provide an important link between the Department of Licensing, the public, the Legislature, and the Governor. The information that members provide about industry and community needs can have a profound effect on state policies and lead to improved service.
If you are appointed as a member of the advisory board you would receive $50 compensation for each day spent conducting official business plus travel expenses.
You will be expected to:
• Attend scheduled quarterly board meetings
• Be available for additional meetings when necessary
• Be knowledgeable about the legislative process and issues affecting the board
• Interpret community opinions, attitudes, and needs
• Offer proposals and recommend changes in programs, policies, and standards.

The Deadline to receive applications is July 1, 2010.
What does the new law require?
During the 2009 legislative session, Substitute Senate Bill 5391 was passed and signed by Governor Gregoire. This law requires all individuals who engage in the practice of body art, body piercing, or tattooing to become individually licensed. Tattooing as defined in the law includes Permanent Cosmetics. In addition to the “individual license”, a “location license” must be obtained for any shop or business or any individual operating independently (pay your own taxes) in an established shop. Employees are not required to have a location license.
When does the law take effect?
The law is effective July 1, 2010.
What happens next?
Over the past year, the Department has developed rules for this new law. We have worked closely with individuals who perform permanent cosmetics to ensure that the rules will create a safe and sanitary environment for the consumers of this state.

Cosmetologist, Manicurist, Estheticians, Barbers, Instructors, Salon/Shops, Personal Services Operators, and Mobil Services Operators can renew licenses online. Watch for your Notice to Renew in the mail and if you are eligible, you will receive a password and the website address. Visa or MasterCard are required for online payment.
Did you Know???
If you saved $12 a month over a two year period you would have saved enough money to pay for your operator renewal * and two years of salon shop renewals.
*This amount applies to licensees with only one endorsement. To accommodate for additional endorsements simply add to this amount! $14 a month for two endorsements, $17 a month for three endorsements and $20 a month if you have all four endorsements.
