Historically, the Department of Licensing has contracted with the National Interstate Boards of Cosmetology (NIC) to provide the cosmetology examination content and with two separate vendors for the administration of those examinations through DL Roope and Associates and PSI. The current contracts will expire on June 30, 2010.
Due to this contract expiration, the department initiated a Bid of Request For Proposal (RFP) to solicit responses from companies interested in providing examination services. This notice is to inform you that the Department of Licensing will sign a contract with Ergometrics and Applied Personnel Research, Inc., which is a company located in the state of Washington.

The details for the transition to the new state testing vendor will be submitted to all schools and apprentice salon owners in the next several months. We expect to implement the new testing sites in September or October 2010, and will keep you informed of any new updates.

What does the new law require?
During the 2009 legislative session, Substitute Senate Bill 5391 was passed and signed by Governor Gregoire. This law requires all individuals who engage in the practice of body art, body piercing, or tattooing to become individually licensed. Tattooing as defined in the law includes Permanent Cosmetics. In addition to the “individual license”, a “location license” must be obtained for any shop or business or any individual operating independently (pay your own taxes) in an established shop. Employees are not required to have a location license.
When does the law take effect?
The law is effective July 1, 2010.
What happens next?
Over the past year, the Department has developed rules for this new law. We have worked closely with individuals who perform permanent cosmetics to ensure that the rules will create a safe and sanitary environment for the consumers of this state.

Watch for your Notice to Renew in the mail and if you are eligible, you will receive a password and the website address. Visa or MasterCard are required for online payment.
