If you read this column last month, you know that the Oregon Health Licensing Agency (OHLA) and Board of Cosmetology are working to fine-tune fee amounts to reduce the cost to gain initial certification.
As a result, the proposed fee amounts balance smaller increases for students coming out of school with increases for business authorizations (facility licenses and independent contractor registrations).
One fee scenario presented last month lowered total fees necessary to become certified after graduating from school from $510 to $300.
After the Board of Cosmetology met to discuss the fees in a teleconference call on September 21, the board voted to increase application and examination fees slightly while keeping the originally proposed increase in certification fees to $40 per field of practice.
As a result, an applicant wishing to become certified in all four fields of practice would need $390, $300 for three fields of practice, $210 for two fields and $120 for one field.
The board also proposed to increase facility license fees, which had not been increased for nearly a decade, to $150.
Late fees are also now proposed at $50 for each year in expired status, rather than the $25 fee for the first month and $10 for each additional month in expired status that has been in effect since July 1.
OHLA continues to offer a $5 discount per field of practice for online renewals, a great incentive for practitioners to renew their certifications at www.oregon.gov/OHLA and save money.

Q: Is there a requirement for clients to wash their hands before services are performed?
A: No. However, under OAR 817-015-0030, Serving Clients:
(1) Practitioners shall observe and follow thorough hand washing with soap and water or other alternative hand-washing products, such as gel, aerosol spray, foam, or pre-packaged hand wipes, immediately before and after serving each client as needed to prevent cross contamination and/or transmission of body fluids, infections or exposure to service-related wastes or chemicals.
(2) Practitioners who have visible open sores or bleeding lesions on their hands or arms shall not have client contact until the lesions have healed to the scab phase and shall cover them with protective gloves and/or impervious bandages prior to contact with clients.
(3) Practitioners shall wear single-use disposable or cleaned and disinfected protective gloves when performing service or affecting a procedure that routinely involves body fluid exposure, such as during a facial where blood, pus, or weeping of the skin may be present or is likely to occur during the service.
(5) Practitioners performing service on clients with skin conditions that are wet or weeping shall wear single-use protective gloves. Single-use disposable gloves shall be used and discarded after use with each client.
